The CES Waiver Services provided by KRM Management focus on empowering individuals with intellectual or developmental disabilities to participate fully in life’s major activities within their communities, as opposed to institutional environments.

The CES Waiver, backed by both state and federal funds, facilitates client inclusion via community engagement and streamlines access to a suite of services. These services include supported living arrangements, non-medical transport, specialized medical supplies, adaptive equipment, and additional support. A cornerstone of the program is the Person-Centered Service Plan, which outlines necessary services for the individual and undergoes an annual review by their support team.

  1. The purpose of Community and Employment Support (CES) Waiver services are to support individuals of all ages who have a developmental disability, meet ICF level of care and require waiver support services to live in the community and prevent institutionalization. The goals of the CES Waiver are to support beneficiaries in all major life activities, promote community inclusion through integrated employment options and community experiences, and provide comprehensive care coordination and service delivery under the 1915(b) PASSE Waiver Program.
  2. The Community and Employment Support (CES) Waiver program caters to both children and adults grappling with developmental disabilities. Through the CES Waiver, individuals with intellectual or developmental disabilities (IDD) receive comprehensive services tailored to assist them in various essential life activities. These services extend to fostering independent living and facilitating employment opportunities, often with the aid of employment coaches. Furthermore, the program actively encourages community integration among clients and ensures efficient coordination in accessing necessary services.
  3. Individuals who qualify for a CES Waiver slot have the option to reside in a setting that offers Waiver Services and additional supports, which is less restrictive than an institutional environment. In Arkansas, there are currently over 4,500 individuals on the waitlist for a CES Waiver slot. Individuals of all ages with intellectual or developmental disabilities (IDD) are eligible to apply. It is highly recommended to submit applications early to avoid delays in accessing necessary services when they are required
The Community and Employment Services (CES) Waiver offers the following services:

Supported Living Services: Provides Direct Support Professionals to assist individuals in achieving person-centered goals and objectives, as outlined in their Person-Centered Service Plan (PCSP). Supports the development and maintenance of socialization, daily living, and adaptive skills necessary for successful community living and work. Tailored to meet the unique needs of the individual and their family.

Community Transition Services:

Facilitates the transition of individuals from institutional settings or provider-operated living arrangements to private residences, where they assume responsibility for their living expenses.

Respite Services:

Provided by paid staff on a short-term basis to individuals who require temporary care when natural supports are unavailable.

Supplemental Support Services:

Enables or enhances community living and accessed as a last resort in cases where unforeseen problems threaten institutionalization or disrupt services.
